From fuel management to carbon emission management
Vietnam's legal framework for reducing aviation emissions is now relatively complete. The 2020 Environmental Protection Law lays the foundation for greenhouse gas management by establishing provisions on emission mitigation, greenhouse gas inventory, and measurement, reporting, and assessment of emission mitigation results; and establishing a legal basis for organizing and developing a domestic carbon market. Specifically, the Law is concretized by Decree 06/2022/ND-CP on greenhouse gas emission mitigation and ozone layer protection, which was subsequently amended and supplemented by Decree 119/2025/ND-CP and most recently by Decree 83/2026/ND-CP, amending and supplementing several articles of both of the aforementioned Decrees.
