The first core legal basis in the Ministry of Construction 's proposal is compliance with regulations on the decentralization of transportation infrastructure management.
According to the road network plan for the period 2021-2030, with a vision to 2050, the Hanoi (Phu Dong) - Bac Giang expressway is approximately 46 km long, designed with 8 lanes, and is expected to be completed before 2030. Currently, this route is being operated under a BOT (Build-Operate-Transfer) contract.
To prepare for the expansion, the entire route was divided into two distinct sections: the section from the Ninh Hiep intersection to National Highway 31 (occupying the majority of the route's length) and the section from Phu Dong Bridge to the Ninh Hiep intersection, which is over 5 km long, located entirely within Hanoi and running parallel to the Capital's Ring Road 3.
